Portland’s Residential Infill Concept Report could present opportunities for small multifamily


On December 7, 2016, Portland City Council voted unanimously to approve a resolution to accept the Residential Infill Project Concept Report. The Residential Infill Project is intended to discourage home demolitions while increasing housing options in Portland’s single-dwelling residential neighborhoods. Read the full report here.

From a multifamily perspective, this report is allowing for more duplexes, triplexes and accessory dwelling units, ADUs, in historically single-dwelling residential zones. R2.5, R5 and R7 zones within the proposed Housing Opportunity Overlay Zones would allow the following housing options:

  • House with both an internal and detached ADU
  • Duplex
  • Duplex with detached ADU
  • Triplex on corner lot
