Changes ahead for on-bill loan repayment offer


Craft3 recently notified Energy Trust of Oregon that it will no longer offer residential energy loans with repayment on customers’ utility bills after June 30, 2024. As a result of this decision, Energy Trust will also discontinue its on-bill repayment offer for customers of Portland General Electric, Pacific Power and NW Natural after that date.

Craft3 indicated that this was a business decision brought about by a combination of changing technology and customer needs. They will notify customers with existing on-bill repayment arrangements about the change prior to the end of 2024 and ask that they transition to paying Craft3 directly. The change will not impact current, in-process applications; however, new applications will not be accepted after June 30, 2024.

Please note that this change impacts customers of Portland General Electric, Pacific Power and NW Natural. Avista customers may still finance projects through the Oregon On-Bill Loan Repayment and Savings Within Reach On-Bill Loan Repayment offers through Puget Sound Cooperative Credit Union (PSCCU).

Energy Trust has updated our website and other materials to reflect the change. We ask that trade allies recycle any marketing materials or forms that reference on-bill repayment with Craft3 prior to July 1. Energy Trust’s account managers and contact center staff are prepared to assist with questions and referrals to Craft3 during the transition.

Energy Trust, Craft3 and participating utilities have worked together to provide on-bill repayment options since 2014. During that time, on-bill repayment has helped customers complete over 600 Savings Within Reach and over 400 market-rate projects, with payments made directly on their utility bills.

Energy Trust sees financing as an important tool to help make energy efficiency and renewable energy upgrades more affordable to customers. We are exploring additional financing options to help customers pay for energy efficiency projects in the future. We will continue working with lenders to identify new loan opportunities.
