The Community Partner Offering (CPO) provides enhanced incentives to affordable housing providers, community-based organizations, and other housing partners serving environment justice communities. The offering provides these incentives to eligible organizations who own, manage, or work with eligible multifamily properties and are installing qualifying energy-saving equipment.

• Eligible multifamily properties are defined as stacked properties with 5 or more dwelling units. This includes affordable housing, market rate, assisted living and campus living properties. In some cases, housing sites with mixed building types, including small multifamily properties (less than 5 dwelling units) may qualify.
• The property must be located in or serve at least one of the following environmental justice community categories as defined by Oregon Legislature HB4077:
  • Communities of color
  • Rural, remote or micropolitan communities
  • Communities experiencing lower incomes
  • Tribal communities
  • Coastal communities
  • Communities experiencing health inequities
  • Communities with limited infrastructure and other communities traditionally underrepresented in public processes or experiencing environmental and health hazards, including seniors, youth and persons with disabilities.
• Property must receive utility service from Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas or Avista in Oregon.

• Step 1: Attend a CPO onboarding session with a program representative to view the CPO program presentation, review program forms and learn about the program process and expectations.
• Step 2: Determine if multifamily property is part of an environmental justice community.
  Email multifamily@energytrust.org for help identifying environmental justice communities.
• Step 3: Submit a Participation Agreement Form for Energy Trust review. Properties are ineligible for CPO enhanced incentives without completing a Participation Agreement for each multifamily property prior to purchase and installation of qualifying energy-saving equipment or upgrades.
• Step 4: Receive project approval prior for eligible multifamily site to purchase and installation of qualifying energy-saving equipment or upgrades.
  Note: All no-cost offers require additional pre-approval, including income attestation, from Energy Trust to qualify for incentives.
• Step 5: Use the CPO Program Information Sheet to estimate incentives and review equipment requirements.
• Step 6: Submit  Form 320CPO-LMF: CPO Standard Incentive Application to multifamily@energytrust.org.
