Multnomah County offers financing for commercial energy-efficiency projects


EB_Insider_CPACEThe Commercial Property Assessed Clean Energy, CPACE, program in Multnomah County helps commercial building owners access affordable, long-term financing for energy upgrades. Multnomah County, Portland Development Commission and Energy Trust of Oregon collaborated to administer and support CPACE in Multnomah County.

CPACE helps building owners finance projects with loans that are secured by a voluntary property assessment on the property tax bill. The owner pays for improvements over time through this additional charge on bills. If the property is sold, loan repayment transfers to the next owner. CPACE is currently available in select areas of Multnomah County for commercial, industrial and multifamily (with five units or more) property owners.

Projects with energy-efficiency and renewable energy improvements are eligible to participate. Financing is available for upgrades to insulation, windows, HVAC systems, solar electric and solar thermal systems.
