EPS™ New Construction incentives in 2023


Energy Trust’s EPS New Construction program periodically updates incentives and offers to drive more savings and respond to changes in the market. While there will be no immediate changes to EPS New Construction incentives at the beginning of 2023, we want to highlight our current offerings, including some updates that launched in April 2022. 

Builders can earn incentives based on whole-home energy performance: 

Energy Trust issues EPS New Construction incentives to builders and verifiers based on how well their homes perform compared to typical newly-built homes in Oregon and Washington.  

Builders who participate in whole-home offerings can receive these additional incentives:  

  • Solar ready: Solar ready homes are built to allow for easier installation of a solar electric system when the time is right. A maximum incentive of $200 is available per home for builders to reduce the upfront cost of building solar ready. (Oregon only) 
  • Net zero: We offer a $1,000 per home net zero cash incentive, along with technical support, so you can build net zero homes that truly stand out, with solar already installed and a design that enables one hundred percent of the home’s electricity usage to be powered by solar. (Oregon only) 
  • Electric vehicle ready: Earn $200 for each home that meets requirements to accommodate future EV chargers. (Oregon only) 
  • Solar plus storage ready: Earn $200 for each home that meets requirements to accommodate future solar panels and battery storage. (Oregon only) 
  • Bonus for homes that are affordable, rural and/or within tribal communities: A $500 bonus incentive is available to trade ally builders in Oregon and Washington for homes that meet criteria to qualify as affordable, rural and/or within tribal communities. Builders that are registered with the Certification Office for Business Inclusion and Diversity will also be eligible for this bonus incentive for each home they submit to EPS New Construction. 

Builders can also earn incentives for participating in an Early Design Assistance (EDA) meeting: 

  • EDA: A $500 per development incentive is available to trade ally builders in Oregon and Washington who meet EDA requirements. This incentive encourages builders to compile a team to evaluate a project in its early stages, focusing on how energy efficiency will be integrated.  
  • Bonus for EDAs that include a solar focus: Builders can earn an additional $500 if the meeting includes a solar trade ally and a focus on solar. (Oregon only) 

Builders that don’t participate in whole-home offers can earn incentives for individual equipment: 

  • Tankless water heaters: Builders can earn $200–$300 in incentives for each qualifying tankless water heater they install. (Oregon only) 
  • Smart thermostats: Homes that use gas space heating and a qualifying smart thermostat can earn a $125 incentive per home. (Washington only) 
  • High efficiency gas fireplaces: Homes that install qualifying gas fireplaces can earn $200 per fireplace. (Washington only)
