Energy Trust introduces a flat incentive for residential solar projects


Effective January 3, 2022, new solar incentive allocations opened for all customers, including new incentives for standard residential customers (starting at $1,200 for Portland General Electric and $900 for Pacific Power). Also, effective January 3, all standard residential projects receiving a flat incentive must have a total system size of at least 2 kW-DC. This new requirement will ensure that Energy Trust remains compliant with the above-market cost policy.

Installation incentives for Solar Within Reach customers, business customers, tribes, affordable multifamily properties, and available incentives for qualifying nonprofit customers will remain capacity-based offers, with no changes to requirements. As in previous years, incentives—including the new flat residential incentives—will gradually step down over time in response to market demand. Please refer to the Solar Status Report for the most up-to-date information about incentive allocations.

To support the launch of a flat incentive for standard residential customers, and in support of future program changes, Energy Trust has made minor revisions to the   and the Solar Incentive Agreements (Forms 220R, 220C, and 220T). Program guide revisions update language around incentive offers to describe both capacity-based and flat incentives for systems. Solar Incentive Agreement revisions clarify language around information and data sharing between customers, Energy Trust, and our utility partners.
