Energy Trust Updates 2025 Business Lighting Offers


Energy Trust announced changes to its 2025 business lighting offer at its recent midyear trade ally seminars held in Portland, Bend and Medford. The seminars provided full details about the updates and were a perfect way for trade allies to connect with Business Lighting staff.

For the downstream (standard) offer, the updated Lighting Tool is now posted and we will begin accepting new applications starting September 15, 2025. We do not anticipate any additional incentive changes going into the 2026 program year.

The webinar recording includes full details and context on active measures, new incentives, and other program updates. Some key items are summarized below.

Downstream

Energy Trust adjusted incentive levels and increased the project cap for downstream incentives from $250,000 to $750,000 per project. The new incentive amounts below went into effect on July 1, 2025, and are reflected in the Lighting Tool v2025.2. As a reminder, incentives are no longer available for TLEDs, lamps replacing pin-base CFLs, LED case lighting, and standalone (non-LLLC) interior fixtures.

Project submission requirements

Version 2025.2 of the Lighting Tool is posted on Insider for download. All new 2025 downstream projects must be submitted using this latest Lighting Tool. Projects submitted using older versions of the Lighting Tool will be returned as incomplete. Submissions will not be considered for a 120L incentive application until they are complete, including the latest Lighting Tool and all required documentation. Energy Trust’s Business Lighting team will review complete submissions in the order in which they are received.​

Deadlines

Downstream lighting projects submitted between January 16, 2025 and June 30, 2025 must be completed no later than December 1, 2025 using version 2025.1 of the Lighting Tool. Incentive reservations for these projects will expire on December 1, 2025.

New 2025 projects submitted after September 15, 2025 with version 2025.2 of the Lighting Tool will have incentive reservations of one year. Completion documentation can be submitted any time within the incentive reservation period.

Midstream   

The midstream offer reopened July 24, 2025 with updated incentives and a separate set of measures for public K-12 schools. The K-12 schools measures are available due to House Bill 2307, which exempted public schools from the statewide ban on the sale of fluorescent lamps (enacted under HB2531) until January 2030. With this exemption, Energy Trust can offer midstream instant discounts on TLEDs and standalone (non-LLLC) interior fixtures sold to public K-12 schools.
