At the end of each year, Energy Trust updates incentives to ensure we offer cost effective savings and renewable energy options for customers. We also add or remove incentives during this annual update. Incentive changes for all programs in 2020 are summarized below. Unless noted otherwise, incentive updates went into effect on January 1, 2020.
Commercial
Existing Buildings – Oregon

Existing Multifamily – Oregon

New Incentives
Hydronic Heating Circulator—$150-$750 for hydronic heating circulator pumps with electronically commutated (ECM) motors installed on central hydronic heating systems. Incentive amount dependent on pump HP. Aligns with Existing Buildings.
Commercial Pool Pump—$230 for variable speed self-priming pool pump in commercial settings. Must meet specific Weighted Energy Factor (WEF) requirements depending on pump HP. See program representative for details.
Condensing Pool Heating—Incentive for condensing gas pool heaters. Both outdoor and indoor pools qualify. Incentive amount dependent on pool area. Outdoor pool incentive $3.50 per sq ft and indoor pool incentive $2.35 per sq ft.
Outdoor Spa Cover—$100 per spa. Incentive requirements. Aligns with Residential.
Updated Incentives
Condensing gas boilers—Shifting to flat rate incentive of $8.50 per kBtu/h for all commercial sizes. Minimum efficiency of 94% AFUE or Thermal Efficiency.
Heat pump water heater—Savings Within Reach additional incentive changing to $270 from $375. Incentive available through distributors and retailers will be unchanged.
Smart thermostat— Increased incentive to $100 from $50 for qualifying smart thermostats. Aligns with Residential.

Residential
EPS New Construction
Whole Home Incentives
The EPS New Construction offering issues incentives to builders and verifiers based on how well their homes perform with respect to energy codes in Oregon and Washington. We will increase incentives in late January 2020, in both Oregon and Washington, to encourage more participation at higher above-code levels.
In response to federal standard changes and stakeholder input, we will introduce a reference home with a new baseline for Oregon homes in 2020. The baseline will:
- Incorporate additional savings from fireplaces and smart thermostats.
- Apply more stringent infiltration and furnace fan motor assumptions.
- Result in a small decrease in the savings and percentage that homes can achieve above code, compared to the 2019 baseline.
We will also implement a requirement for gas space heating in homes in gas-only territory, similar to the requirement for homes in Washington.
We do not plan to adjust the code reference baseline for Washington homes in 2020.
Early Design Assistance (EDA) Incentives
Starting in January 2020, builders in Southwest Washington will be eligible to receive a $500 incentive for conducting an EDA meeting. Builders in Oregon will still be eligible to receive incentives for hosting EDA meetings.

Home Retrofit – Oregon & Southwest Washington
The following changes went into effect on January 1, 2020, and only apply to the Home Retrofit program. Any incentives not mentioned below remain unchanged in January 2020.
- Lighting: A-lamp LED—The incentive for A-lamp LEDs directly installed by trade ally contractors will decrease to $4.75. Installed products must replace incandescent or halogen bulbs. For more information on how to offer direct install, please email residentialta@energytrust.org.
- Lighting: Reflector LED—The incentive for reflector LEDs directly installed by trade ally contractors will decrease to $6.25. Installed products must replace incandescent or halogen bulbs. For more information on how to offer direct install, please email residentialta@energytrust.org.
- Heat pump water heater—The customer-facing incentives for heat pump water heaters through Savings Within Reach and for rental properties will decrease to $270. Eligible models must meet Northwest Energy Efficiency Alliance’s (NEEA’s) advanced water heater specification tier 3 and replace an existing electric water heater. Tank may be any size.
- Exterior wall insulation, knee wall insulation and rim joist insulation will all be classified as wall insulation. This means that insulated space for knee walls and rim joist will now be eligible for Oregon Savings Within Reach or in rental property incentives at $0.50 per square foot. Please note the installation specifications for knee wall and rim joist will stay the same but the incentive name will be simplified to wall insulation.
- Attic, floor and wall insulation (exterior, knee wall and rim joist) installed in Washington properties—All incentives for insulation installed in Washington single-family or small multifamily residences (duplexes, triplexes and fourplexes or side-by-side properties) will increase to $0.60 per square foot.
