Energy Trust announced the opening of its 2025 downstream business lighting offer at a webinar for trade allies on January 15, 2025. Energy Trust has posted an updated Lighting Tool and began accepting new applications for 2025 standard (downstream) lighting incentives starting January 16, 2025.

Multiple factors drove higher-than-expected demand in 2024 and continue to impact the market, along with Energy Trust’s business lighting budget, in 2025. These include:
- Increasing adoption of LED lighting
- Oregon House Bill 2531 (HB 2531) that establishes LED equipment as baseline, reducing the number of measures that can be incentivized after the law goes into effect
- The high volume of downstream project applications received in 2024 for completion in 2025. (Note that while it is normal to start the year with projects in the pipeline, the higher volume has implications for the remaining 2025 budget.)
Energy Trust has capped downstream incentives at $250,000 per site and reduced incentive levels to manage its 2025 business lighting budget and ensure it serves as many customers as possible. The new incentive amounts below went into effect on January 16, 2025, and are reflected in the Lighting Tool v2025.1.

Budget segments
To ensure a variety of customers have access to 2025 lighting incentives, Energy Trust has broken downstream budgets into multiple segments, shown in the table below. Each segment is color coded to indicate the approximate percentage of budget remaining. Energy Trust will communicate budget updates on a regular basis via email and Insider, however it’s important to note that updates will not be available in real time, as project processing occurs on an ongoing basis.

Please note that there is no street lighting offer for Portland General Electric customers, and the horticultural lighting budget for Pacific Power customers is fully subscribed in 2025.
Project submission requirements
Version 2025.1 of the Lighting Tool is posted on Insider for download. All 2025 downstream projects must be submitted using this latest Lighting Tool. Projects submitted using older versions of the Lighting Tool will be returned as incomplete. Submissions will not be considered for a 120L incentive application until they are complete, including the latest Lighting Tool and all required documentation. Energy Trust’s business lighting team will review complete submissions in the order in which they are received.
Deadlines
Energy Trust will accept 2025 downstream lighting project submissions from January 16, 2025, through June 30, 2025, pending funding availability. We will provide updates to trade allies as budget segments are fully subscribed and closed. Updates will not occur in real time, since submissions are reviewed and processed on an ongoing basis. Energy Trust will not keep a project waitlist. Projects must be complete, with all documentation submitted by 5 p.m. June 30, 2025, to be considered for 2025 incentives. To receive incentives, all 2025 projects must be completed no later than December 1, 2025.
Updated incentives starting in July 2025
Energy Trust is developing new business lighting incentives to comply with HB 2531. We will announce the relaunch of our offers for business lighting customers in July. The updated offers will only be for 2026 projects. We will not accept 2025 project submissions after June 30, 2025. Watch Insider for additional updates.
