Lower limit for Savings Within Reach On-Bill Loan Repayment eliminated in 2023


To help make upgrades more affordable, Energy Trust of Oregon offers increased incentives and on-bill repayment for income-qualified homeowners who are eligible for Savings Within Reach. To assist income-qualified customers even further, the lower of the two current loan limits will be eliminated on January 1, 2023.

Loan limits

There are currently two tiers of loan limits for Savings Within Reach On-Bill Loan Repayment based on installed measures. The lower tier is $6,500 and the higher is $10,000. Due to increasing prices and supply chain issues, the lower $6,500 loan limit may put some measures out of reach for some customers. To avoid this problem, effective January 1, 2023, Energy Trust will eliminate the lower $6,500 tier, and the loan limit for all eligible measures will be $10,000.

Eligible upgrades and income qualifications

  • See the Savings Within Reach fact sheet for income qualifications and eligible upgrades for all qualifying property types.
  • In single-family or multifamily properties, projects qualify using income from homeowner. Additional requirements and information can be found on the Savings Within Reach webpage.
  • Customer must approve work before it begins.

Multifamily customers
Trade allies currently enrolled in Savings Within Reach and Savings Within Reach On-Bill Loan Repayment must also maintain an active trade ally status in the Existing Buildings multifamily program to offer the service to multifamily customers.
