EPS New Construction

New EPS incentive available for rural, first-time builders


Builders of new homes in rural* regions of Oregon have multiple options to qualify for Energy Trust incentives. Newly participating builders constructing qualifying homes in rural regions can also take advantage of a $1,000 bonus incentive, starting in 2023.

To qualify for this incentive, builders must:

  • Be new participants in the EPS New Construction program
    • Builders are still eligible if they participated prior to, but not after, January 1, 2020
  • Enroll and be approved as an EPS builder trade ally
  • Commit to building at least two homes through 2024
    • Homes must be in Oregon and receive service from at least one of the following: Pacific Power, Portland General Electric, NW Natural, Cascade Natural Gas, or Avista
    • Homes must meet criteria to qualify as rural*
    • Homes must participate in EPS New Construction and meet program requirements

We’ve made it easy to apply for these incentives. Builders can fill out and submit this form to eps@energytrust.org.

In addition to this new incentive offering, EPS New Construction also offers the following incentives for participating EPS builders in rural regions:

Rural EDA
Builders constructing homes in rural Oregon can conduct an early design assistance meeting and qualify for a $500 incentive in addition to the $500 EDA incentive.

*To qualify as rural, homes must be sited within Energy Trust Regions 1, 2, 5, 7, 9, 10, or 11, excluding homes within the city limits of Corvallis, Eugene, Springfield, and Hood River. Program staff can consider exceptions to qualify additional areas as rural upon request.
