Residential incentive changes effective January 1, 2019


Energy Trust updates its incentives annually, and the following changes will take effect on January 1, 2019. These changes only apply to the Residential program. Please note that any incentives not listed below will remain at their current 2018 levels.

  • Clothes Washers – The Integrated Modified Energy Factor (IMEF) requirements will increase from 2.38 to 2.76.
  • Attic Insulation –  In 2019, the existing condition must be R-11 or less and the project must insulate to R-38 or greater. The incentive for projects where existing conditions are between R13 and R18 will no longer be offered in 2019.
  • Floor Insulation – For existing manufactured homes, the existing condition R-value will decrease from R-11 to R-0. See more details on the Professionally Installed Insulation web page.
  • Heat Pump Water Heaters, Savings Within Reach – The incentive levels for heat pump water heaters through Savings Within Reach have changed from $600 to $375, as of September 1, 2018. This change corresponds with an increase in incentive levels at the retailer and distributor level.
  • Reflector LED, Direct Install – The incentive for installing a reflector LED will be decreased from $8.75 to $8.00.

As of January 1, 2019, the following measures will no longer be eligible for cash incentives in Oregon. These measures will be discontinued because of low program participation or changes in federal standards:

  • Alternative On-Site Wastewater Treatment System – formerly a $400 alternative on-site wastewater treatment system incentive.
  • Pool Pumps – formerly a $200 pool pump incentive.
  • Boiler Pipe Insulation – formerly a $0.50-per-linear-foot incentive for boiler pipe insulation.
  • Gas Boilers – formerly a $200 incentive for gas boilers with 88 percent AFUE.

Southwest Washington

  • Gas Furnaces – The $100 incentive for 90 percent AFUE to 94 percent AFUE will be removed in Washington. The incentive for gas furnaces will be $200 for a unit with 95 percent AFUE or higher.
  • Gas Furnace in Rentals – The $550 incentive for gas furnace in rental properties (single-family homes, condos and townhomes) will be available for NW Natural customers in Southwest Washington.
  • Attic Insulation – The existing condition R-values for attic insulation will decrease from R-19 to R-11 to align with minimum R-value requirements for all housing stock.

As of January 1, 2019, the following measures will no longer be eligible for cash incentives for NW Natural customers in Southwest Washington, due to low program participation:

  • Air Sealing – formerly a $150 per home incentive for air sealing.
  • Direct-Vent Gas Unit Heaters – formerly an incentive of up to $100 for direct-vent gas unit heaters, 80 percent AFUE or greater.
  • Duct Insulation – formerly included duct sealing incentive of 50 percent of cost, up to $100.
