Energy Trust of Oregon’s Existing Buildings program offers a variety of custom incentive pathways for commercial retrofits and retrocommissioning (RCx) services that fall outside of our standard incentive offers. Energy Trust can pay $0.45 per kWh saved and $5 per therm saved, up to 90% of eligible costs for retrofit and retrocommissioning projects.
Custom incentives are available for cost-effective energy saving projects that don’t fit the current list of standard incentives. Historically, they were only available for projects that completed technical analysis studies (TAS) including detailed reports by approved engineering service providers. Additional custom pathways are now available to cover a wider variety of projects. Options include using spreadsheet-based calculations with less reporting, unpaid calculation reviews, and operations and maintenance opportunities like retrocommissioning and building tune-ups.
- Full technical analysis studies are still available for comprehensive retrofits with multiple measures and interactive effects, such as direct digital controls retrofits or HVAC system redesigns.
- Spreadsheet-based studies are available for simple standalone measures such as equipment replacements or weatherization upgrades.
- Unpaid calculation reviews are available for measures with an existing savings analysis.
- Retrocomissioning and building tune-ups look at low-cost/no-cost operations and maintenance improvements that can add up to big savings.

Oregon
Rates for eligible custom and retrocommissioning projects at commercial and multifamily sites in Oregon increased as shown in the table below effective January 1, 2024:

Energy Trust will provide incentives up to 90% of eligible project costs for both custom and retrocommissioning (RCx) projects. Qualifying custom projects in Oregon can receive up to $750,000 per project, starting in 2024.
SW Washington
Rates for eligible custom and retrocommissioning projects at commercial and multifamily sites in Southwest Washington increased as shown in the table below effective January 1, 2024:

Energy Trust will provide incentives of up to 90% of eligible project costs for custom and retrocommissioning (RCx) projects. Qualifying custom projects in Southwest Washington can receive up to $75,000 per project or phase.
These incentive rates apply to all custom offers given on or after January 1, 2024.
