The 2017 Oregon Residential Specialty Code took effect in October 2017 and is 8–12 percent more stringent than the 2014 code. As of April 1, 2018, all homes entered into the Axis project database fall under the 2018 offering and must demonstrate improvement over the 2017 code.
In addition to standard EPS incentives, Energy Trust is providing a temporary payment to aide builders in continuing to build beyond code.
HOW IT WORKS
Eligible homes:
- For homes that were certified before this announcement was made in June 2018 and meet the eligibility criteria, Energy Trust will pay builders retroactively.
Payment amount:
- The payment amount is determined according to the EPS path that the home achieves, outlined in the table below.

Payment recipient:
- Energy Trust will direct payments to the builder.
Payment availability:
- Payments are available to builders whose homes meet the requirements above and certify their projects in Axis between February 1 and December 31, 2018.
- Energy Trust will provide this payment at the same time as the EPS incentive.
- For homes that were certified before this announcement was made in June 2018, Energy Trust will pay builders retroactively.
- Payments are available on a first-come, first-served basis while funds last.
