Energy Trust received $25 million in late 2024 to install solar for Portland families experiencing lower incomes through a new program called Portland Solar Access Program (PSAP), previously known as Portland Solar for All. Funding was awarded by Portland Clean Energy Benefits Fund (PCEF) through its Collaborating for Climate Action grants, which targeted local initiatives that reduce or sequester carbon emissions, create meaningful economic opportunities, and enhance Portland’s resilience to climate change.
Energy Trust will issue an RFQ on the Contracting Opportunities page of Energy Trust’s website on February 17, 2026 to identify participation interest from Solar Trade Allies with skills to perform low- to no-cost solar and solar + storage installations for families experiencing low incomes in the City of Portland. Trade allies will have until 11:59 p.m. March 20,2026 to submit an RFQ response.
Energy Trust will select a limited number of trade allies by April 15, 2026. Participating contractors will receive project referrals from Energy Trust in collaboration with partnering community-based organizations (CBOs) until Q3 2027, with an opportunity to extend.
